Organized Defenses

In my Nautical Archaeology class today, I came across this sentence:

"Archetypal Viking raiding ships plundering settlements up rivers of France and disappearing before organized defenses could be mustered, against which the Vikings often fared poorly."

And I thought, "Even in those days..."
